The subject site is approximately 50,000-square feet covered mostly by an eight-story parking garage in downtown Anchorage, Alaska. A portion of the ground and second floors was designed for a mini-mall, with small spaces for retailers.

After years of vacancy, the city decided to put out a Request for Proposals to the development community in June 2017. Three developers submitted proposals and in December 2017, Irwin Development Group was picked as the developer. EKN Development Group, specializing in hotel development, has been added to the team.

IDG/EKN's proposal involves building along the north face of the garage a ten-story addition with 32 one-bedroom apartments on floors 2-6, and a 154-room hotel on floors 7-12. On the first floor will be a restaurant, bar, and café as well as the hotel lobby and a separate entrance for the apartments. The second floor will have meeting rooms for the hotel, an exercise room, and storage for the apartment occupants.
